The water in Jianghan Plain cannot be docked. As a result, the villages are experiencing problems with water irrigation. The lack of cooperation as well as the move to encourage a decentralised farming system has led to an increase in the domestication of irrigation systems, because the withdrawal of the government’s participation does not increase the rural residents’ ability to fight the droughts. On the contrary, national cooperation is needed in order to solve the problem of irrigation in farmlands. By abolishing the agricultural tax, it will allow the villagers regain self-organisation and improve the allocation of public goods.
