Workshop presentation

The workshop T48a have created by the Guangdong School of Administration and the National School of Administration (ENA) with the coordination of the Institute for research and debate en governance (IRG). The workshop will discuss about the thematical of the training of civil servants and the training in public affairs in the context of the Third Biennial Meeting of the China-Europa Forum in 2010.

In China and in Europe, above and beyond political and administrative traditions very different from one continent to another and from one country to another, public administration, as much at the national as local level, has taken on increasing and considerable importance. This has resulted for example, within the European Union, in regular growth in the share of national wealth devoted to the functioning of the public authorities. The concrete functioning of administrations, above and beyond the political choices they have to implement, has a considerable impact on the life of societies. Yet it seems that not all the efforts have been made to think out the ability of the administration to manage societies and complex problems. Administrative machinery often suffers from great lethargy, as does the method of training the administrative elite. Yet, administrative functioning is decisive for the quality of governance. The administration has often been defined as a simple cogwheel in implementing political choices defined outside of it and, for this reason, is deprived of the power and duty of thinking out its own reform by itself. Despite the repeated criticisms of bureaucracies – corruption, authoritarianism, compartmentalised vision of problems, ignorance of the complexity of realities, weak productivity, etc. – rare are the countries that have undertaken a thorough reform of how administrative machinery operates. But this reform cannot be purely conceived and set in motion from the outside; it implies in-depth reflection and in-depth involvement by the administrative machinery itself.

This workshop will be the occasion to provide an opportunity of reflection for administration officials on these essential subjects.

The workshop will discuss about the thematical of the training of civil servants and the training in public affairs in the context of the Third Biennial Meeting of the China-Europa Forum in 2010.

Topics for debates

As the workshop will provide a unique opportunity to share knowledge and insights on the civil service training, some time could be devoted to:

- Scoping out what is covered or not covered within the term of civil service training eg does it include or exclude training for public service managers and staff or those who work within state companies and other agencies or bodies that provide differing levels of public services to individual citizens and society more generally. Is the definition purely focussed on central government departments and their needs?

- Discussion of the distinction between the general training in areas like staff management and leadership and more specialised training eg economic analysis, public policy formation, policy implementation and evaluation, public sector accounting and financial management, governance and accountability, information technology and information systems and how this is accommodated within the training and development priorities

Discussion of the various training and developmental options that are used ranging from short term half-day/ full day interventions on specific areas to longer term programmes conducted over modules and longer time periods possibly involving formal assessment and accreditation

Specific areas where sharing on practices and experiences might also be beneficial

- 1.The use of instruction and teacher led programmes integrated with technology supported learning via internet or podcasts

- 2.The use of different methods of teaching and training relative to the subject areas and curriculums to be covered eg self directed learning, tutor support, formal lectures

- 3.The linkage of training and development to performance management arrangements or issues arising within the workplace where performance may be impaired due to knowledge deficits

- 4.The extent to which there is a mix of on the job training integrated with other training provided so that the benefits accrue

- 5.The existence of formal / informal training pathways as part of career development and progression

- 6.The process to produce and agree generic v specialist curriculums

- 7.The levels of mandatory or compulsory training elements on staff and managers within the civil or public service

- 8.The culture of continuing professional development and education and the acknowledged need for all staff to re-invest in their own learning and development

About us

European speakers participants:

1. AIDAN HORAN

- Director of Training and Development at the Institute specialising in corporate governance, risk management and financial management. He has been actively involved on the provision of programmes and services both nationally and internationally
- A qualified accountant, Aidan is a fellowship member of the Chartered Association of Certified Accountants (FCCA) and a member of the Chartered Institute of Public Finance and Accountancy (CIPFA)
- He has been nominated as a non executive director to a number of Board and Committee roles within the state sector including as audit committee chairperson - He leads a team of specialists that provide consultancy, advice, facilitation, training and professional development programmes in the areas of Information systems, governance, finance, audit and human resource management

2. JACEK CZAPUTOWICZ

- Former Deputy Head of the Polish Civil Service
- Present Director of the National School of Public Administration - KSAP (appointed by the Prime Minister in April 2008)
- Member of the Steering Committee of the Network of Institutes and Schools of Public Administration of Central and Eastern Europe (NISPAcee) in Bratislava, Slovakia (since 2009)
- Vice-Chair of the Board of Governors of the European Institute of Public Administration (EIPA) in Maastricht, the Netherlands (since 2004)
- Expert and author of many books and articles on public administration and political sciences

Teaching at the University of Administrative Sciences Speyer, the main topics are German and European public administrative law; the German civil service and its law; problems of state liability, and administrative organisation law.
